乡镇工业小区是乡镇工业发展到产生规模
效益阶段的必然产物 目前全国已有工业小区
近7000个，吸纳了约1000万农业剩余劳动力。
从1995年农业部命名的50个全国乡镇企业示
范小区情况来看，这50个小区1994年创造产值
905亿元，占全国乡镇企业总产值的2．1％【]1
大部分乡镇工业小区初步实现了通电、通讯、通
路和土地平整的“三通一平”。形成了如纺织、服
装、塑料、机电、电器、冶金、化工、建材、农副产品
和小商品等具有行业特色和地方区域特点的专
业工业区。工业小区的建设带动了区域经济的
发展，为农村小城镇建设与发展奠定了经济和
社会基础
1 工业小区的发展所带来的能源与环境问题
1．1 乡镇工业长期以来是以煤为主的能源消费
结构，节能潜力巨大
全国乡镇工业用能以煤炭为主，近10年消
费量急剧增长。1 995年乡镇企业能源消费达
3．7亿t标准煤 占全国能源消费总量的31％。
煤炭消费约占乡镇企业能源消费总量的
66．4％ ，其次是电力，约占能源消费总量的
18．2％(图1)。据调查近7000个乡镇企业工业
小区每年消耗能源大约为3600万t标准煤约占
