摘要　　
   本文从经常账户组成部分的角度出发，从政府部门和私人部门两方面分析2001年以来美国经常账户一直变化不断的原因。政府部门和私人部门两方面赤字的原因与国内外局势（包括恐怖主义，国内经济的衰退等）是分不开的，而经常账户赤字之后美国政府采取的弥补赤字的政策的有效性如何，以及它与美元汇率乃至全球经济的关系，都是是分析美国经常账户赤字居高不下原因的一个必要组成部分。

this note provides an analysis of the causes of the current account deficit of usa, which is changing continually, from the view of its consists including government departments and private sector. these two reasons have inseparable relationships with both the domestic and international situations, such as the terrorism and economic recession. with that, the government has take on some policies, so how is its effectiveness? what’s its relationship with the u.s. dollar and global economic situations? all of that are the indispensable components of the analysis of the huge current account deficit of usa.

经常账户赤字的概述　　

美国经常账户余额呈逆差的状态从2000年后增速加快，2001—2006年间经常账户逆差的平均增长速度高达17.36%。美国自1992年开始再次出现经常账户逆差以来，逆差从1992年的501亿美元大幅增长至2004年的6681亿美元，占gdp的比重也从0.8%上涨到了5.7%。美国经济分析局(bea)公布的数据显示：2005年，美国经常账户逆差为8049.5亿美元，占gdp的比重为6．4%。2006年美国经常账户逆差达到8567.55亿美元，占gdp的比重为6.5%，这意味着美国吸收了世界约75%的总顺差；同时，净对外债务已累积至25396.26亿美元，占当年gdp的19.25%。
