［摘 要］ 三门峡水库建成运用以来，一直都是国内外水利专家关注的焦点。三门峡水库运用方式经历了“蓄水拦沙”、“滞洪排沙”和“蓄清排浑”运用，特别是1974年采用“蓄清排浑”运用以来，水库冲淤基本达到平衡，潼关高程抬升趋势得到缓解，同时还增加了水库供水和发电等综合效益。然而自20世纪90年代年以来，黄河来水连续偏枯，大流量洪水少，水沙条件发生较大变化，如何改进、完善三门峡水库运用方式，使之适应黄河新的水沙条件，变得非常重要和紧迫。在此背景下，新的三门峡水库运用方式被提出
