《环境保护法》中明确规定，政府是当地环境质量的责任人。然而地方保护主义、“土政策”屡禁不止等种种迹象却一再表明，一些地方政府在落实科学发展观、保护环境的工作中存在诸多不足。如何促使各级政府将科学发展观落到实处，环境立法在这个过程中应该起到什么作用？本报记者特别采访了上海交通大学法学院环境资源法研究所所长王曦教授。
