兴电灌区2000年在灌区引入了用水户参与式灌溉管理改革，按照“民主参与，依法管理”的原则，建立了“工程+协会+用水户”的新型用水管理模式。载止目前，共成立农民用水户协会65个， 用水组327个，涉及灌区人口14.5万人，控制灌溉面积26万亩，基本实现了向灌区全面覆盖，已经走上了全面推广和良性发展的轨道。农民用水户协会的发展，对于巩固和扩大大型灌区“两改一提高”成果，推进灌区可持续和谐发展起到了良好的推动作用。
