摘要：随着南水北调工程的陆续开工建设，研究分析调水工程建设后期和运行期的环境保护和管理，建立有效的管理体系具有重要意义。鉴于目前工程尚未全面进入建设运行期，故谨以黄河济南段为例，将国际标准iso14031环境绩效评估用于引水、调水工程环境保护研究。文章以量化的数据为基础，采用基于层次—熵权的灰色关联分析法对工程管理的环境绩效做定量评估，提升了环境绩效信息的可靠性，依据所产生的信息，可确认潜在的环境风险、造成环境绩效不佳
